Zambia Inspector General of Police, Graphael Musamba

The Zambia Police Service has summoned opposition leaders Brian Mundubile and Makebi Zulu for questioning in connection with ongoing investigations into what authorities have described as serious national security threats. The two are senior figures in the National Reconciliation Party for Unity and Prosperity (NRPUP), which contested the August 13, 2026 General Elections. In a press statement issued on August 20, 2026, Inspector General of Police Graphel Musamba said the Police, working in collaboration with other law enforcement agencies, had been conducting investigations into alleged activities considered capable of threatening or undermining national security.Mr Musamba said official call-outs had been served on the lawyers representing Mr Mundubile and Mr Zulu, and expressed hope that the two would make themselves available for questioning on the specified date.He said part of the purpose of the interviews would be to establish possible links between the two opposition figures and various activities taking place in the country.

According to the Police, some of the activities under investigation were allegedly conducted on premises owned, managed or linked to Mr Mundubile or Mr Zulu. The Inspector General further said authorities were aware of the whereabouts of the two men, who had reportedly sought refuge under international law with a known international organisation.

He said Government had communicated with the organisation and assured it that the two suspects were entitled to due process and protection of their fundamental human rights.Mr Musamba warned that the Police could also summon other members of the public who may possess information considered valuable to the ongoing investigations. He urged members of the public to cooperate with lawful police investigations and cautioned against harbouring, assisting or collaborating with persons wanted or considered persons of interest by law enforcement agencies. The Police further disclosed that it was actively investigating suspected crimes relating to terrorism and terrorist financing, which it described as threats to national security.

Mr Musamba urged members of the public to report suspicious activities to the Police and warned that individuals or organisations found financing activities linked to persons of interest and their collaborators could face criminal sanctions.

He also cautioned against engaging in criminal activities and called on citizens to maintain peace and abide by the law for the good of the Republic of Zambia.

The summons come shortly after the August 13 General Elections, in which incumbent President Hakainde Hichilema was declared the winner of the presidential election.

The Police, however, did not state in the press statement that the summons were directly connected to the election outcome, but rather linked them to broader ongoing national security investigations.
